Do you need an OCI for PAN card?

No, it is not necessary to possess an OCI card in order to obtain a PAN number from India. The requirement is optional, which means that both OCI holders and non-OCI applicants can apply without any difficulty. The following procedure applies to both OCI cardholders and non-OCI applicants (holding a UK or foreign passport) who wish to apply for a PAN:

1. Apply through an authorized agency  or directly from the Indian government website.
2. Fill the online application or download form 49AA from UTIITSL (UTI Infrastructure and Technology Services Limited), Protean eGov Technologies Limited official website, or NSDL (National Securities Depository Limited) e-Governance website - and fill it manually.
3. Once the form is filled (both online or offline/manually) print the form along with necessary documents, including proof of identity such as a passport, OCI card (optional) issued by the Government of India, and attach a POA (proof of address) like: UK utility bill or a bank statement showing your UK address.
4. Make the payment either through credit card, debit card, net banking, or by using a demand draft.
5. No attestation of documents is required for most foreign citizens including OCIs. However please do check all the requirements here.
6. If you have a PAN Card when you were a Indian resident, and later became an OCI, it is advisable that you continue using the PAN Card which you already have. However, you need to update your OCI status and UK address in your government PAN details.

It is important to note that all applicants must have a UK passport and OCI card to get started. In case you do not hold an OIC (OCI card), you are still eligible to apply for your Indian PAN card using your UK or any other foreign passport.

Yes, a PIO can also apply for a PAN. Please note that PIO cards are now called OCI cards. According to the Citizenship Amendment Bill 2015, all PIO card holders are 'deemed to be' OCI card holders with effect from January 9, 2016. This means that all existing PIO card holders were automatically granted OCI status on that date.
